He's not telling you to not fight. There is just an etiquette to fighting when your color is being raided because fuel-jacking/fuel-radaring is extremely irritating to the raidee.
General rules of thumb are: 1) never jump to fuel within the path of the raid (safer to never jump to fuel within 2-3 screens of the raid) 2) Don't radar around the area because it makes the raid less challenging for the radee and could show false fuels/mined fuels 3) preferably be the last to jump screen
