If there is a raid going on on a tank of my colour, I have every right to snipe at it if I want instead of waste time shooting bots. As long as you don't interfere by stealing fuel or radaring for the raidee, you can still shoot at the raiders. Keep your "Buzz off!" to yourself. I like to think there is some ettiquette in this game.
