Why don't lieutenants ever go for other lieutenants instead of waiting for people to become sergeants?

Used to play Battlefield 15 years ago or so the last time. Great to see it revived, but I have a question. When can I start participating in Tournaments? I tried to the other day, but I got a message saying I didn't have enough experience. What gives?
